"Bris Milah" is Hebrew for "Covenant of Circumcision" and is possibly the oldest and most universally observed ritual in Judaism. Circumcision is the first commandment given by G-d to Abraham and is the rite through which a Jewish boy enters G-d's Covenant (Agreement) with Abraham. The flesh of the foreskin is the symbol of that Covenant.

GENESIS 17:9-13

⁹And G-d said unto Abraham...¹⁰This is My covenant, which you shall keep, between Me and you and thy seed after thee; Every male among you shall be circumcised.  ¹¹And you shall circumcise the flesh of your foreskin; and it shall be a token of the covenant between Me and you.  ¹²And he that is eight days old shall be circumcised among you, every male throughout your generations...  ¹³He that is born in thy house… must be circumcised: and My covenant shall be in your flesh for an everlasting covenant.
