"Bris Milah" is Hebrew for "Covenant of Circumcision" and is possibly the oldest and most universally observed ritual in Judaism. Circumcision is the first commandment given by G-d to Abraham and is the rite through which a Jewish boy enters G-d's Covenant (Agreement) with Abraham. The flesh of the foreskin is the symbol of that Covenant.

GENESIS 17:9-13

9And G-d said unto Abraham...10This is My covenant, which you shall keep, between Me and you and thy seed after thee; Every male among you shall be circumcised.  11And you shall circumcise the flesh of your foreskin; and it shall be a token of the covenant between Me and you.  12And he that is eight days old shall be circumcised among you, every male throughout your generations...  13He that is born in thy house… must be circumcised: and My covenant shall be in your flesh for an everlasting covenant.
